在科學已經證實愛滋病毒測不到就等於不具傳染力（Undetectable = Untransmittable, U = U）的今日，該如何消除自上世紀遺留至今的恐懼，是愛滋教育的未竟之業。社會上的種種誤解與污名，使人不敢篩檢、難以求助、無法走出「感染者」的櫃子，因而可能延誤了診斷與治療。值得注意的是，在污名面前，並非人人平等。既有的不平等，在面臨疾病所需的教育、醫療、支持服務時，更為顯著。性少數在教科書當中被忽視，卻在討論疾病時被標註為「高風險族群」；性工作者在制度的匱乏下，承受著更高的性健康風險。
當性與疾病的污名交織，全面性教育（Comprehensive Sexuality Education）是促進理解、鬆動偏見、落實人權的重要途徑。煽動恐懼絕非理想的性教育模式，辨識歧視、傳遞正確知識，才是促進全民健康的唯一途徑。
2026 全面性教育國際研討會以「去污名的愛滋教育」為主軸，邀請跨國研究者與實務工作者共同交流，探討污名如何形成、教育如何促成改變，並看見各地的人權捍衛者如何因應在地情境，發展多元的倡議策略。我們期待透過跨國對話，深化對性教育與愛滋教育的理解，並共同邁向更具人權與性別平等視角的性教育實踐。
In an era when science has established that Undetectable = Untransmittable (U = U), the challenge of overcoming fear rooted in the last century remains unfinished work in HIV education. Persistent misconceptions and stigma discourage individuals from testing, seeking help, and coming out as people living with HIV, potentially delaying diagnosis and treatment. Importantly, stigma does not affect everyone equally. Existing social inequalities become even more pronounced when access to education, healthcare, and support services is needed. Sexual minorities are often excluded from textbooks, yet labeled as “high-risk groups” in discussions of disease. Sex workers, under conditions of structural inadequacy, face heightened sexual health risks.
When stigma surrounding sexuality and disease intersects, Comprehensive Sexuality Education (CSE) becomes a crucial pathway for fostering understanding, dismantling prejudice, and advancing human rights. Fear-based approaches are not effective sexual education. Identifying discrimination and delivering accurate knowledge are essential to promoting public health.
The 2026 International Conference on Comprehensive Sexuality Education, centered on Destigmatizing HIV Education, invites international researchers and practitioners to exchange insights. Together, we will explore how stigma is formed, how education can drive change, and how human rights advocates in diverse contexts develop locally grounded strategies. Through cross-national dialogue, we aim to deepen understanding of sexuality education and HIV education, and to advance practices grounded in human rights and gender equality.
